The National Political Union was formed in October 1831 to co-ordinate agitation for parliamentary reform, in particular wider male suffrage. Some members of its Council were dissatisfied with how it was being run and so set up their own Radical Club. British History Online has the rules and list of 78 members in 1838 including Samuel Baylis. This Radical Club is said to be a precursor to the Liberal Party.
