Civil engineer. Born Yorkshire as Thomas Peirson Frank. Chief Engineer for London County Council, 1930 - 1946. His secret rapid response unit saved London from drowning during the Blitz many times. The extensive damage to the Thames wall and the flooding risks were, for reasons of morale, downplayed during the war so Frank did not receive the credit he deserved. The BBC tells the story here.
Oversaw the reconstruction of Waterloo Bridge. Died London. Obituary gives year of death as 1952.
