Electrical engineer and social reformer promoting family planning and eugenics. Born in Paris. As an engineer, he invented the phase-shifting transformer, and was co-founder of the Institute of Physics. In 1921 he opened one of the first birth control clinics in Britain, and co-founded the Family Planning Association in 1930.
