Born Kingston upon Thames. Joined the Colonial Service in Tanganyika as a District Officer in 1958 and become the youngest District Commissioner in Africa. Married Irene Philomena de Sousa. Also served in the New Hebrides, Hong Kong, Turks and Caicos Islands and Montserrat.
