Naval officer. Born Hampshire. Governor of Greenwich Hospital, 1821 until his death there. The Greenwich monument has his name spelt 'Keates'; all other sources have 'Keats'.
Co-partner or employee of the South Suburban Gas Company. Served but did not die in WW1.
