William Bentinck, 3rd Duke of Portland

Lord of the Manor. William Bentinck. Tory Prime Minister in 1783 and 1807-09. Was Colonial Secretary at the time of Grant's voyage to the new colony, New South Wales. And so Portland (originally Portland Bay) is named after him.
