The plaque can be seen in our photo, in the ground between the road name and the next bollard to the right. The building in the background is the Dockmaster's House. An 1894 map shows that this road follows the line of a canal. This and Hertsmere Road are within the West India Dock Conservation Area: "The regeneration of London’s Docklands was entrusted to the London Docklands Development Corporation (LDDC) in 1981, and responsibility was handed back to Tower Hamlets by the LDDC in 1998." So it was during that time that this rather dull plaque was unveiled, for a reason that is not clear to us.

From British History Online: The Dockmaster's House was designed by John Rennie and named Bridge House. Built in 1819, it was converted into offices in 1955.
