Charles Herbert Fox Barrett was born on 18 October 1859 in St Pancras, Middlesex, the youngest of the ten children of George Barrett and Eliza Barrett née Ebden. His father was a Jeweller/Goldsmith. The 1861 census shows the family living at 65 Barclay Street, St Pancras. On 6 July 1862 he was baptised at Old Church, St Pancras and the 1871 census lists him still living at 65 Barclay Street, St Pancras. The 1881 census shows him living with his parents at 69 Kentish Town Road, St Pancras and giving his occupation as a Clerk in Parochial Office. He still lived there when on 26 October 1884 he married Fanny Terry at Holy Trinity Church, Haverstock Hill.

The 1891 census shows him as the Chief Clerk, St Pancras Vestry living with his wife and four children at 75 St Pauls Road, St Pancras. The Post Office London Directory of 1895 lists him as the Vestry Clerk, St Pancras Vestry Hall, Pancras Road, London. On 25 March 1896 he was initiated as a freemason in the Chislehurst Lodge No.1531 and his private address was given as Lewisham Road, Highgate. The 1911 census shows him living with his family and one domestic servant at Cecil House, 17 Gayton Road, Harrow, and his occupation was recorded as the Town Clerk of the Metropolitan Borough of St Pancras. He died, aged 68 years, on 29 November 1927 and probate records show that he had been living at Ellengowan, Cecil Park, Pinner. Administration of his estate was granted to both his widow and to Charles William George Barrett who was the eldest of their six children. His effected totalled £3,626-0s-3d.
