James Norris Pimm, Deputy

Commoner on the Bridge House Estates Committee, 1894. Had a twin, Thomas. Ancestry has a good post with lots about him. That page says "his uncle was James Pimm who invented that famous drink." which is interesting since another name on the Tower Bridge plaque, Sir Horatio David Davies, acquired that business in 1880. In the family photo James Norris is on the far right.
