Stephen Kenneth Payne was born on 1 May 1956, the eldest of the three children of Kenneth James Payne (1928-2013) and Sheila E. Payne née Durrant (1934-2019). His birth was registered in the Essex South Western Registration District. His two siblings were: Velda J. Payne (b.1958) and Clifton R. Payne (b.1963).

Electoral registers in 1964 show his parents living at 16 West Avenue Road, Walthamstow, Essex (now Greater London) and in 1965 they were listed at 5 Rowden Road, Walthamstow, London.

He was killed, aged 18 years, in the Moorgate tube disaster and his death was registered in the 2nd quarter of 1975 in the London City Registration District whose records show that his date of birth was 1 May 1956.

His place of burial or cremation is unknown.

He is shown as 'PAYNE, STEPHEN' on the Moorgate tube disaster memorial in Finsbury Square, London, EC2.
